With Windows 8.1, Microsoft introduced a Start button (which they refer to as the Start hint). It bears the Windows 8 logo in white color but when you hover over it, it changes its color. Let's see how to customize this color if you haven't realized exactly which color to change to affect this color.

The color used by the Start button when you hover over it is actually the accent color that you specify in the Start screen's Personalization settings.
Head over to the Start screen by pressing the Windows key (or Shift+Win if you have a Start menu replacement installed).
Now we need to open Personalization Settings for the Start screen.
Keyboard users: Press Win+I to invoke the Settings Charm for the Start screen. Then click Personalize.
If you are using a touch screen, swipe from the right edge once you are at the Start screen to show the Charms and then tap Settings, then tap Personalize.
If you are a mouse user, swipe to the bottom right corner once you are at the Start screen and then move the mouse pointer upwards along the right edge of the screen to show the Charms. Click on Settings and then Personalize.
Choose an Accent color. This is the same color that the Start screen will use.
If you wish to avoid going to the Start screen, you can use Winaero's free Start Screen Color Tuner tool to quickly set the accent color.

Windows 10 Color Scheme Settings
Apparently the advanced appearance configuration isn't available in windows 8 the way it was in windows 7. I usually use dark theme colors and the black font of the title bar is just unreadable.
Good question. That does look like a an oversight. Here's a workaround. If you have a Microsoft mouse configure a button to be Magnify in Lens mode with reverse video. The title is then faintly readable that way. Oh. Here's something even easier. Just change focus. You will be able to read a Title bar of a window which does not have focus. E.g. I clicked in the Taskbar and the otherwise solid black Personalization bar then became readable. It's interesting that the Taskbar itself gets white lettering for its features. I wonder how that happens? Perhaps knowing that would help you find a better workaround? Notice that the tool you remember is still available in a High Contrast theme so another possibility would be customizing a High Contrast theme, then finding how it is implemented then trying to export that and import it back into a normal theme. Tip: use ProcMon to help you find out how these values are being updated and stored in the registry. Once you have some clues from that analysis, try doing a web search because I imagine that someone will have already done this and reported their similar earlier analysis. ; )
